Before:
SUPSHIP Puget Sound has been directed by NAVSEA 07 to procure US
Navy ship repair services via the open bid solicitation method.
Previously the command had expended great deal of time, materials
and labor dollars in producing paper copies of solicitation,
specification and shipboard engineering drawings for the several
solicitation packages required each Fiscal Year. The expense also
included storage and mailing of the paper documents to potential
bidders.
EC Solution: The ECRC
trained the SUPSHIP Contracting and Engineering Divisions in
producing Internet-based solicitations packages. The individual
solicitation packages are zipped into a self-installing file and
are available for download over the Internet. Solicitation
registration is accomplished via online form.
After: SUPSHIP Puget
Sound has successfully awarded approximately 65 contracts through
this Internet Web site for a combined award amount of $80 million
dollars. The budget cost savings in paper products, reproduction,
storage and mailing have been estimated to be several thousands of
dollars. |

Before:
The 28CONS/LGCV at Ellsworth AFB, SD was unable to award a
Telephone Service Contract (F39601-00-M-A011) for a remote USAF
radar installation in Wyoming due to the Central Contractor
Registration (CCR) ineligibility of the vendor. It was determined
by the ECRC that the prospective vendor had not fully completed
the CCR application process. This sole source contract award was
considered a high priority due to the fact that the USAF could not
go without telephone service to this critical radar installation.
EC Solution: The ECRC
contacted the vendor and gathered all missing or incomplete
application information. The information was then entered into the
DLIS online web site. The application was finalized and accepted
by the system. The vendor now has been issued a CAGE code and is
an active Trading Partner in the CCR database.
After: The USAF has
been able to successfully award this important Sole Source
Telephone Service Contract for the amount of $20000 to the vendor
ensuring uninterrupted phone service to the remote radar
installation. The DoD also gained a capable Trading Partner who
may continue to pursue business with the USAF. |

Marquee Sign Contract (F39601-00-M-1001) for the Commissary
Store at Ellsworth AFB due to the Central Contractor
Registration (CCR) ineligibility of the vendor. It was
determined the prospective vendor had not started the CCR
application process.
EC Solution: The ECRC contacted the vendor and gathered all required
application information. The information was then entered into
the DLIS online web site. The vendor application was finalized
and accepted by the system. The vendor now has been issued a
CAGE code and is an active Trading Partner in the CCR
database.
After: The USAF has been able to successfully award this Marquee Sign
Contract to the vendor. Cost avoidance savings over next low bid
to the USAF was $4,442. The DoD also gained a capable Trading
Partner who is already pursuing new business with the other USAF
bases and throughout the DoD. |

Before: The 92CONS/CC at Fairchild AFB, WA was unable to award an
Antenna Installation Contract (F45613-00-W-B044)) for the
Commanding Office at Fairchild AFB due to the Central
Contractor Registration (CCR) ineligibility of the vendor. It
was determined the prospective vendor had not completed the
CCR application process.
EC Solution: The ECRC contacted the vendor on behalf of the Contracting
Office and gathered all required application information. The
information was then entered into the DLIS online web site.
The vendor application was finalized and accepted by the
system. The vendor now has been issued a CAGE code and is an
active Trading Partner in the CCR database.
After: The USAF has been able to successfully award this important
Antenna Installation Contract to the vendor for an amount not to
exceed $5000. This contract was required to be Sole Source due to
requirements set by the Commanding Officer of Fairchild AFB. The
DoD also gained a capable Trading Partner who is already pursuing
new business with the other USAF bases and throughout the DoD. |

Before: The
319CONS/LGCV at Grand Forks AFB, ND was unable to award
a Delivery Order to the Dept of Veterans Affairs in
Minneapolis, MN for USAF Recruiting District Copy Service
under GSA Contract (F32605-00-F-7001) due to the Central
Contractor Registration (CCR) ineligibility of the vendor. It
was determined the prospective vendor had not completed the
CCR application process.
EC Solution: The ECRC contacted the vendor on behalf of the Contracting
Office and gathered all required application information. The
information was then entered into the DLIS online web site.
The vendor application was finalized and accepted by the
system. The vendor now has been issued a CAGE code and is an
active Trading Partner in the CCR database.
After: The USAF has been able to successfully award this Delivery
Order under the GSA Contract listed above to the vendor for an
amount not to exceed $8400. A cost avoidance dollar amount is
unavailable, as this vendor was the only bidder. The DoD also
gained a capable Trading Partner who is already pursuing new
business with the other USAF bases and throughout the DoD. |

Before: The Contracting Officer of the U.S. Army Corps of
Engineers, Seattle District was unable to award a Service
Contract (DACW67-98-M-0125) for a USACE maintained site in
Washington due to the Central Contractor Registration (CCR)
ineligibility of the vendor. It was determined by the ECRC
that the prospective vendor had not fully completed the CCR
application process. This sole source contract award was
considered a high priority due to the fact that the USACE
could not go without maintenance service at this USACE-owned
site.
EC Solution: The ECRC contacted the vendor and gathered all missing or
incomplete application information. The information was then
entered into the DLIS online web site. The application was
finalized and accepted by the system. The vendor now has been
issued a CAGE code and is an active Trading Partner in the CCR
database.
After: The USACE has been able to successfully award this important
Sole Source Service Contract for an amount of $10,982 to the
vendor ensuring continuous maintenance service to the USACE-owned
site. The DoD also gained a capable Trading Partner who may
continue to pursue business with the USACE and other DoD entities. |

Before:
Ms. Reinhart, from The Army Corps of Engineers -
Seattle, contacted the ECRC in order to receive assistance in
determining if a supplier was a registered Department of Defense
contractor. They were interested in awarding the company a
contract but could not make this determination. Bremerton ECRC
consultants helped The Corps determine that the contractor, Triad
Mechanical Inc., was registered in the CCR and then provided
additional assistance with the use of the Central Contractor's
Registration database and other online DoD tools such as the CAGE
Code search site.
EC Solution: Online queries using the CCR database and
other online DoD applications.
After: As a
result of the ECRC assisting the
Corps, Ms. Reinhart was able to award Triad Mechanical Inc. a
$679,000 contract. In addition, DoD personnel at the Seattle Corps
of Engineers have up-to-date information about the status and use
of DoD online applications such as the CCR and CAGE Search sites.
